The design decision behind it
Why the steps are separate.
If registration also granted verified status, then anybody who could complete a form would be verified, and the word would mean nothing to the person on the other side of the request. Keeping the steps apart is what lets a professional treat an incoming request as real and an organization treat a search result as eligible.
